The 0.1-5 mm range is not a tolerance and is not a promise that every bracket geometry is feasible across the full range. The pictured part is 1.5 mm. Drawing review before tooling and quotation
A useful bracket RFQ should identify the controlled 2D drawing and revision. A 3D model can help explain formed geometry, but it does not replace dimension, datum and tolerance authority on the drawing. If the buyer supplies a physical sample, the quotation should still state how the sample relates to the controlled drawing and which source controls in a conflict.

The presence of CMM inspection does not by itself prove that every feature is measured, that every part is inspected, or that a lot has passed. It also does not establish material chemistry, coating performance, fatigue strength or load capacity. Those requirements need their own specifications and evidence.
